Sure the FCC will hold the repeater owner responsible, but don't they hold 
owners of ham repeaters responsible as well? The majority of unlicensed 
GMRS users have cheap radios that are not capable of repeater access. These 
cheap radios don't have the repeater offsets in them.

The repeater Tim is talking about may be the same one I found when I first 
got into GMRS. I used it a few times when I couldn't raise anyone who 
claimed to own it until one day some guy came on line, said it was private 
and used as part of the National Weather Service. I don't know if that is 
true as I never checked further.
