Avon Police and Avon Fire have been using MECA for several months, however 
the Hendricks County Sheriff Department has been doing the dispatching. 
According to an article in today's The Indianapolis Star, the Town of Avon 
has negotiated a deal for Plainfield to start doing the dispatching in January.
