The trunking system assign radios and talkgroups to channel numbers.=20
(e.g. talkgroup 1234 is on channel 436.)  Each frequency in the band
plan has a channel number.  So, the trunktracker must somehow determine
which frequency corresponds to which channel in the radios.  There are
dozens of band plans and some trunked systems even use unpublished band
plans.

A radio attempting to scan the system needs one of two things:
 1) a list of frequencies allowing the radio to determine the band plan
 2) the control channel and which band plan defines the channel numbers

The newer control-channel-only trunking is 2.  2 will let you find
unpublished systems by trial and error.  Trunker only supports 2, for
example.  Most Trunktrackers only support 1.
