[ScanIndiana] 6096 on MECA System I

New talkgroup on MECA System I (Marion County) of decimal 6096. =20

I have noticed this new (to me) talkgroup for a while.  At first, I =
thought
it was one of the APC talkgroups, due to it's numerical relationship to
known APC groups.  After listening a little bit, I discovered it is a
Surveillance operation of some sort.  Following vehicles, etc..  Some =
fairly
heavy hitters that they have been doing their homework on evidently, =
because
they have access to the cell phone info for the folks they're watching.  =
I
say this because I have heard reference to what cell sites their phone =
has
been hitting.

I'm not sure what agency this is, whether IPD, MCSD, or possibly FBI????
