[ScanIndiana] Another site active on Safe-T??

While on the north side of Mishawaka today, I heard the Lowell post on
Safe-T (12352), for about a 1/2 minute. Since I was driving, I could only
pause the pro-96 so I would at least see the control channel when I could
actually look at the radio without risk. The control channel was on 868.95.

When I got home I looked on radioreference.com and the nearest site that fit
was Plymouth. I thought I'd do some research in the FCC records and it turns
out there is also a license in Bremen for most of the same freqs as the
Plymouth site. These are both located in Marshall County, the county just
south of my location at the time. Due to their closeness to each other, they
can't both possibly be in use, but my question is which one is? The active
tower map at the Safe-T site isn't any help, as the location on the map
could be either.

Anyone in Marshall county or near the Bremen post that can clear this up?

BTW, I did not hear any other Safe-T activity in South Bend / Mishawaka area
today. Personally I think I got lucky hearing what I did.
