[ScanIndiana] Talk Groups for Ind Dept of Highways

Unfortunately, there's more and more people that only
want to listen and not think about anything that goes
into programming. Usually, those people want all the
info handed to them, sometimes even have it programmed
for them. For me, there's great satisfaction in
finally figuring out what I've been listening to. But
not everyone is that way, so when I have info, I'm
more than happy to share it. Isn't the whole point of
IndyScan the same? To share info with people that
don't want to figure it out themselves? Not everyone
has the time to figure things out. The vast majority
of scanner users today don't sit at several radios and
a computer. They might have it sitting on a table, or
in the workshop and casually listen to it...
