I  Sent this Question to the Indiana state Police , I will post My answer 
for others I thought My old butt was going to jail ,   But they could of 
kept the 3 Grandkids Ha,  Ha

He also ask for My reg after I handed it to Him He handed it back stating 
it was no good not valid , I explained I just had got recently at the lic 
branch  He stated then sign it and give it back and then it would be valid, 
It must be signed.

Hello from Don L.Crozier Sr. a retired Law Enforcement Officer and Amateur 
Radio Operator . I drive a 1996 Chev Blue S-10 Blazer, I have running 
Boards and on them I have Small Blue Led lights that was bought at a auto 
parts store , The lights do Not blink or Flash , I live in Hammond Ind and 
never have had any Problems from State or Local Law Enforcement about the 
lights, Last week 14 Nov. I was going to a Ham Radio convention in Ft.Wayne 
In.  about 22:00 hrs.  20 Mile North of Ft.Wayne on US 30 I was stopped By 
a Police Officer who was very polite and ask Where is the Fire / I thought 
He might of said this if I was Speeding and I replied I was not aware that 
I was going over the Speed limit , He stated I was not but it is against 
the Law in the State of Indiana to display any type of Blue lights unless I 
was a Vol Fireman on the way to a Call, I stated I was aware of that but 
Thought it would mean On the Dash or Roof and Flashing or Blinking that My 
lights were as a Decoration Running Board Light. ,  He checked My Lic and 
Registration and Gave Me a Warning , after I Pulled the wire to the lights 
off. Here is the IC code He wrote on the back of My reg IC 36-8-12-11
In reading this I still Don't see where in My application that I would be 
in Violation of The Law can You Please confirm that I would or Not Be in 
Violation
