[ScanIndiana] Hyperfix? on MECA

I have noticed 16208 (S1-T7), appears to be an "information" dispatch. I
haven't really had the opportunity to observe much, but I didn't hear
"two-way" traffic here. I'm wondering if this is for media use for getting
the info out on traffic problems.
It does seem like the bulk of the actual radio traffic is on the patch.
Also, 848 is actually the talkgroup for CD-3. If you have a 245 or later
trunktracker, it will show up there, even when in a patch. 851 is the
"patched" decimal notation. As I recall, on a 235, you would need to
actually listen to 851.
So far, it seems that the "HyperFix" is going pretty smoothly.
