Looks like it's not a simple answer of saying they are on "xyz" system! :)

This is where your head will start to hurt... ;-)
They _should_ be largely on the Crawfordsville or Mooresville
frequencies. Some talkgroups show up on Mooresvile all the time. I've
also seen their talkgroups regularly pop up on Greenwood and Franklin
sites.
Program all the sites and listen for which talkgroups have traffic at
the time you want to monitor; if you hear nothing at all then try
another site. Here are confirmed sites:

The site in red is Greenwood (Cell 15). I don't think Andy's had time
to update that.
SAFE-T is statewide, of course. So, they will be using every site that
is strongest to any given officer. The officer's radio automatically
selects the strongest site. It works vaguely like a cell phone. As an
officer roams from one area to another his radio switches to the nearest
cell site. The traffic from the officer's talkgroup will follow him
around the state wherever there's a SAFE-T tower nearby.
