Interestingly enough, I heard a small handful of amateur radio operators 
chatting on a local repeater this evening. Based on what I heard, I 
inferred that some of the participants in this conversation were police 
officers. There was some discussion of "tac" radios and the need to find 
legal frequencies to operate on. My conclusion is that some of these 
officers understand that what they are doing is a violation of FCC rules 
and that they are trying to do something about it.
