[ScanIndiana] ISP-51 two-tone?

Does anyone know what ISP district 51 two-tone pages on 42.42 and 155.37 activates?  
It didn't sound like it was aimed at pagers, per se.  Sounded more like it set 
off a notification system of some sort.  Dispatch set off the tones then 
announced a weather warning.  She said "attention <someone>" but I couldn't 
make out who she said.  She made a point to mention which three counties it 
covered and that it lasted until "zero-zero-twenty-three hours local time"
Perhaps the local fire departments?

Just curious.
