Just a guess.

Break this down as "33", "A", "2".

"33" could be a department designator. I don't know how Noble County is set up, 
but in Central Indiana it's not unusual for there to be several paid and 
volunteer departments covering different towns or townships in the county.

"A" could be Ambulance and with "2" added to it, it could be Ambulance 2.

What is the context of the codes? Does it sound like they are talking about 
specific equipment, a type of response, a location, or something else?
