If you're no longer hearing ISP traffic in your area then they have
probably switched to the statewide SAFE-T network.  Indianapolis,
Pendleton, and Putnamville recently migrated to SAFE-T.  Portions of
Southern Indiana have been on the system for a year or more.  The entire
state (ISP and many municipalities) should be on the system within a few
years.

To monitor SAFE-T you'll need an ACPO-25 digital scanner (Radio Shack
PRO-96 is the best yet).  On an analog trunktracker APCO-25 sounds like
white noise.  Basically, you'll want to program all the sites near your
area.  Pick the site closest to the agency you want to hear and you'll
probably hear them.

The system works vaguely like a cell phone network.  If a user roams out
of range of one tower the radio will switch to the next tower and their
talkgroup will follow them.  Most talkgroups will (eventually) be
restricted to the tower sites within one county from their
jurisdiction.  There is a set of statewide mutual aid talkgroups to
allow patches from one area of the state to another.
