Great, that's what I expected would be the answer.  EDACS does seem
perfectly logical since they were already on the existing county EDACS
system.

They probably couldn't have either ProVoice or encryption modules
installed.  The new police radios are probably Jaguar.  (Do you know for
sure???)  Are the the fire radios analog?  I expect they would be if
they were from the older EDACS system.

I think the SAFE-T system also has it marked as ITAG.  Although I didn't
look at the listing to confirm that.  I do recall seeing ITAG on either
ISP or SAFE-T listings recently.  (ISP and SAFE-T talkgroups appear to
be the same with some minor conflict resolution.)
