Sorry, but I don't buy that for a second.

Never has been used many, many times in reference to scanning.

These have been proven wrong.  I have been doing research into Nextel IBME
that has proven that IT can be scanned with equipment already available on
the market.  Sorry, but never is a long time, and I see no reason why a
scanner could not be made available.  Motorola control channels use
propriatory signalling.  And my scanner will monitor it.  That as much as
anything cinches the argument for me right there.
