These are in the area of business band trunked freqs...  Our public services
are running Edacs systems on the area of what you are inquiring about...
You may be hearing wrecker services, construction persons or anyone with
telephone interconnects, kinda like the Nextel radio to radio service...
Its a 2 way radio communication, not cellular...  Cell calls are alot higher
on the 800 systems than the inputs of what you have listed...  The business
band 800 is easily monitered with the proper scanner for the system,
probably Edacs if you hear about 3 seconds of beeps after the
transmission...  This area of the band is not illegal to scan...  Actually
nothing is illegal to scan you don't have a federal agent looking over you
24/7, only if (A) you get caught, or (B) you talk about it which would lead
you to back to (A)...
