Sure, we use them here because not everyone has the digital channel in their
portables...

Is it legal for people breaking into factories to use them to tell each
other when the police are on the way???  Or the prostitution ring at the
truck stops doing the same???  We not only use them to listen to all of this
type of radio traffic, but also to play the games with them and know where
they are heading to next...  Kinda like when a trucker calls out police
positions on the CB, you just move a mile down the road when there is no one
around and suprise em...
