I have Been following this very Interesting Post and being retired From Law 
Enforcement , in The Chicago area we bordered many other agency , So it was 
always nice to make a friend in another agency while working,  and use some 
type of  way of Communicating , we live in a mobile society and the Bad 
guys take advantage of this , the old saying they could out run us but not 
Motorola . The biggest problem I found back the and still now in 
Communicating with Police officers for some reason,They don't share info 
like they should and this is very dangerous,  I have been a Big scanner 
listener for many years and do support the public ,By the way who's tax 
dollars bought the Equipment,  to have a right to listen,  But we all know 
that they are sometimes Sensitive Communications that do not need to made 
public , Example Your little 10 yr Old daughter getting ????Etc Somewhere 
many Yrs ago I Read something it had a list of 30 Freqs that the FCC Had 
authorized Law Enforcment to use,  it had to be Two Watts or less, If I can 
find that info I will post it and the freqs . And of course,  We had to use 
our Little secret Freqs to talk about the Dispatcher and 
Supervisors,  because If they heard us meeting at the donut Place they 
would want them too,  Ha Ha
