Most agencies seem to use DES.  And, even the strongest forms of DES
have been broken.  There is currently hardware on the market designed
specifically to defeat DES in real-time.

Translation:  The seriously bad people (or seriously determined people)
could still hear encrypted police.  The layman and common criminals
cannot.

Which is fine by me.  Realistically, my concern with certain types of 
unencrypted traffic is that it prevents the police from inadvertently
divulging confidential information to the general public.  I don't think
it's right for law enforcement to encrypt everything.

Interesting.  All the ones I've dealt with required physically hooking
the radio to a programmer.

And, this assumes that they know someone has a stolen key and/or
properly rotate keys.
