[ScanIndiana] Scanner Listners are Thugs

But, the very next line quotes the officer as saying this:

"These thugs at home do sit around and listen to scanner traffic," said
Sgt. Ron Haynes, shift commander for the department.


That seems to imply to me that he thinks anyone listening to police on a
scanner is a thug.  However, the newspaper was nice enough try to make
it sound like he meant otherwise; whether or not he did.
