[ScanIndiana] 800 Mhz digital problems

I've heard of only one massive test with the system and they 'say' that it
worked superbly.  Well we'll see after the first year and the
manufacturer/installation crew are done with the mop up and the county and
city are on their own.  I like the trunking aspect, but I'm not a fan of
using 800 MHz for public safety where they are trying to cover a large
geographical area.
