[ScanIndiana] My experience with the IN Scanner Law

Last week, I was walking my dog around my apartment
complex. We ran into 2 Sheriff's Deputies. They
happened to notice my scanner clipped to my side. I
was asked, "Is that a scanner?" I'm like, "Yeah." and
he's like, "Does it have our frequencies in it?" and
I'm like, "Yeah." And he says, "You know that's
illegal?" I told him I thought it was just in my car
that it's illegal. He said no, but it's no big deal,
to go to the Sheriff's Office in Albion and I can get
a permit. So the next day, I go to Albion. The
receptionist says that it has to be cleared by the
Communications Director. Mr. Director comes out and
says that to get a permit, I have to be a Fireman,
police reservist, member of the media, or a Ham
operator. He doesn't give them out to regular
citizens.
Now, if I were any of those things...I wouldn't NEED a
permit according to the law, right? It just doesn't
make any sense to me. I wasn't cited for having it. It
wasn't confiscated, and I have no criminal history. Is
this the normal experience for most people?
