An Inverness man involved in a struggle that may have contributed to the
death of a police officer had drawn police to his home at least three
times
because he transmitted messages over the police radio band, authorities
said.
William Bily, 56, of the 2000 block of Bradwell Road, was charged
Tuesday
with resisting a peace officer and interference with emergency
communications, police said.
Barrington-Inverness Officer Steven Graham, 53, died Sunday while
handling a
call at Bily's home, police said. The Cook County medical examiner said
the
primary cause of death was cardiac arrhythmia and a secondary cause was
coronary arteriosclerosis.
The medical examiner ruled that the death was a homicide because it
resulted
from the struggle. Police were unavailable Tuesday night to comment on
whether Bily would face additional charges.
According to an arrest report released late Tuesday, Bily resisted
arrest
and scuffled with Graham as the officer attempted to handcuff him.
The report states that Bily "knowingly, intentionally . . . disrupted
and
transmitted over the Barrington-Inverness police radio-band channel a
statement, "Graham--get your [expletive] back here," apparently after
the
officer had been dispatched to the suspect's home.
A woman who identified herself as Bily's wife on Tuesday said police had
been at their home twice previously because of her husband's use of the
two-way police radio band.
Bily, who was being held in the Barrington-Inverness lockup late
Tuesday, is
scheduled to appear at 10:30 a.m. Friday in the Rolling Meadows branch
of
Cook County Circuit Court, police said.
Graham, who was with the department for 29 years, was the son of the
late
state Sen. John Graham.
Visitation for Graham is scheduled for 9 a.m. Wednesday in St. Paul
United
Church of Christ, 401 E. Main St. in Barrington. Services will follow at
10
a.m.
