[ScanIndiana] Digital scanning in the future

I was part of a team that installed a Motorola Astro digital system in Los
Angeles in the early 90's and the system is better than analog.  It requires
at least 3 receiver sites so the voter can look at all the signals and
intermix the signal to basically rebuild it, and as a CD player oversamples
to fill in the holes and give you nice clean music the radio system will do
the same.
