What about members of the media and scanners in cars?

Anyone engaging in the collection of news is exempt per law...  Its funny
how the "law" gets so much misinturpretation...  Its not illegal to have a
HAM rig in a car driven by a non-ham...  In fact, some of the better
"scanners" also transmit...  Its only illegal if the non ham transmits on
the frequencies that require the FCC license, only then is it an issue for
the FCC...  Local law normally can not enforce any of those federal regs due
to the fact that most of the law enforcement has no way of telling what
actual frequency the rigs are running on...  Its not like there is a
frequency counter in patrol cars...  Could be business band, or even FRS...
The only thing they can check is if the radio keys up a frequency used by
their department...
