If all else fails, you can always alter your search method.  When you said
you were "searching", did you mean you were searching everything from say
450 to 470 Mhz or did you mean you were just searching licensed frequencies?
It's possible they are operating on a frequency not licensed to them.  On
top of that they might rotate frequencies from one incident to another.  If
the size of an antenna is your only basis for staying within UHF (and even
if it's not) you might try other bands.  Ever thought about buying a
frequency counter?  I know one needs to be fairly close to use a frequency
counter so I'm sure I don't have to tell you you might think twice about how
close you want to get to an incident in progress ;-)
