They could be using an input frequency with a different PL, I know of a
department in Louisville which did that, the only problem is that they might
interfere with a user of the repeater, and if both transmit at the same time
you would hear the interference over the repeater output.

Check the splinter/in-between/dot four digit frequencies ie. .0875, both in
the repeater output range and 5 MHz lower in the repeater input range.

If not using Talkaround, they will probably be here, and would not interfere
with anything.
