[Scan-DC] FW: [AlertDC] NCR Flyover: White House (April 28)

There have been quite a few.  The biggest being for the National Victory
Celebration in honor of the conclusion of Desert Storm which had around 80
aircraft.  There have been much smaller formations over the years, some
within the last 10 years.
