[Scan-DC] Laguardia crash question

I would imagine if they’re out on the active taxiways and runways that they have to have aircraft radios, in constant communication with the tower. I know from listening to the DCA tower that their ops teams that search the runways for debris communicate with the tower on the tower frequency, 119.1 MHz, AM. I hear them every day.
