Before you go anywhere, I'd suggest checking RadioReference to see if the trunked systems in your friend's are are simulcast.  So many of them are these days. If so the 197 might not work very well  if at all.

The Whistler cable referenced before seems to be the go-to for the RS scanners. There are others, too....
