[Scan-DC] Cheapest handheld for Blue Angels?

Andy, I have a Baofeng I got on Amazon for under $50 that has air band, vhf & uhf. It will monitor 2 channels or scan selected channels more slowly. The scan/ no scan selections have to be made via computer software (Chirp) which is free. You need to buy the programming cable.
Mine has 999 channels.
Only downsides: no P25, DMR or trunking, but for the price what the hey. I can listen to rail, airports and lots of unencrypted single channel stuff
