I just realized that I looked at the old P16 Anne Arundel Co system in my
first reply.  The correct system (
https://www.radioreference.com/db/sid/12059) does indeed show PD fully
encrypted and FD in the clear.  So unless you're somehow listening to the
old system which is now depreciated, the quiet FD channels are a mystery
for now.
