Hooray for the County Executive for her decision, although I question the beneficiary of the radio.
If he keeps his word and delays reporting communications, and does not reveal sensitive information (a violation of FCC and/or HIPPA law) then the purpose would be achieved to keep police actions transparent. To do this successfully, he would need to have the radio monitored 24 hours a day.
I am a strong advocate for every agency having selected channels encrypted for sensitive communications, but main dispatch and response should be in the open. If they are worried about officer safety, they can dispatch via computer terminal.
I am very aware of reporting something that did not need to be, such as a quickly reported truck fire on the beltway call that turned out to be nothing but a broken water hose. (Yeah, it WAS more than 20 years ago, but some people have long memories!!)
