Seems like the first call from the broadcastify archives was from Key
Bridge Maintenance at 1:28:14am (those time stamps can be a little behind,
but usually not much). Video timestamp shows the impact at 1:28:45am.
MDTA Police first call at 1:32. Baltimore City Fire dispatch 1:39.
Baltimore County sent an engine to the EZ Pass at 1:41, and dispatched a
rescue assignment at 1:49. Can't seem to find any marine radio recordings
for the area.
Having boated in the area, I know there are concrete pillars in line with
the main bridge pillars, it had to be pretty unlucky to miss one of them
and hit the bridge.
