There's lots of pirates and Part 15 stations throughout the X band part of the MW band. What you're hearing in 1680 may be unrelated to what was logged on the HFU last year.
In addition to the local to me Part 15 station on 1620, there's a definite pirate that appears every so often, playing non-stop MoR music, for example. The HFU MW Pirate loggings forum is full of logs of it: https://www.hfunderground.com/board/index.php/board,30.0.html
I record 1600-1750 kHz 24/7 on one of my SDRs, connected to my 900 ft horizontal sky loop antenna, so I can check for ay pirates. There was a period last night starting around 0600 when a station other than WTTM was dominant. WTTM is around 1679.997.4 or so.
This other station, playing R&B music was around 1680.015.2

I listened to a few TOH and H:30 time periods, and never heard an ID.
