[Scan-DC] Snowplows, where are they?

*VDOT loves to contract out.  Regarding the snow, most of what you see 
are area businesses usually established construction companies, who 
change most of their trucks to a install a blade configuration for 
pushing snow.  These contracts usually have a yearly contract with the 
state for snow removal.  Most of these truck drivers DO NOT KNOW HOW TO 
REMOVE WITHOUT GOUGING THE ASPHALT.  A few usually guess wrong because 
their push blade bounces and on the down stroke sometimes digs into the 
asphalt and gouges a one or two foot wide and or one or two inch depth.

   I live in Prince George Co., VA and here the vehicle traffic has to 
wait until next spring or summer to get the VDOT contractor to patch 
whatever so it can be scalped or gouged for the same grief somewhere on 
the asphalt at the first snow.
