My take from listening to the tapes is that the dispatcher was telling the officers several times that they were chasing the victim, not the striking vehicle. A supervisor or the street supervisor should have called off the chase.
That being said, there had to have been a reason the driver would not stop for the officers. (stopped, and drove off, stopped and drove off again, stopped and was shot trying to drive off a third time.) That action in itself endangered the officers and the public, even if he did not charge directly at them.
At the point where he stopped the first time and then drove off as the officers approached, HE BECAME A SUSPECT, no longer the victim of the accident.
Why will people not take responsibility for their actions? I am sorry he died, but I am sorrier that the officers are being dragged through this crap of his own making. He simply should have stopped and accepted a DWI citation and enough said. If the hit & run accident happened on US Park property, they are required to investigate and cite if they feel it is warranted, which would have gone to the distracted driver that stuck the other car from behind.
