Very true concerning the absence of a supervisor.  My point about the
dispatcher is that she was very unsure of the events as they rapidly
occurred, and some mistakes were made.  Maybe it's just me, but if I were
dispatching a chase where the victim was the one being chased, I would be
calling for a supervisor to monitor if nothing else.  I know this is several
years old now and well before things are the way they are today, but even
then, one of the first things that should have been done was to assign
someone to the scene to evaluate the events.  As retired LE and always
Pro-LE, I feel for those officers, but I just think a cooler head behind the
mic would have provided some mental relief for the officers causing them to
evaluate the situation better.  Once that adrenaline starts building, it
definitely needs an out.  (I will be the first to admit I was not there and
will NOT second guess the level of their fear when they made the final
stop).  We had a dispatcher in the 80's that sounded very much like that
dispatcher, and anytime she was on the air, I was always scared that she was
going to get one of us killed.

I've listened to the tape several times.
"Shots Fired" was called out at 12:38 into the tape.
It's hard to see what a dispatcher could have done or said.
A fully-informed supervisor could have called off the pursuit, but it 
wasn't clear that a supervisor was listening.
