[Scan-DC] Frederick City Active Shooter

This incident would have been a lot easier to follow if FPD & Fort Detrick
police weren't encrypted.
Details from the press conference (some of these sources need to do a
better job with audio checks)
Two victims were transported from the original scene to Shock Trauma
Shooter was shot by Detrick security forces (there are at least 3 different
armed security units on the base, not sure which one)
Shooter was not transported
Lots of unconfirmed rumors, a few of which are probable
At least one victim was an intended target
This is related to Fort Detrick personnel
