[Scan-DC] On air scanner net for SCAN-DC

Between Zello on a regular basis and Zoom monthly I think we will have
everything covered. I had a good conversation between Andy Clegg, David
Bolton (146.700) repeater owner in Leesburg, VA and myself today. While
many of us perhaps do not do as much transmitting as listening, it's good
to know that the 146.700 machine (PL 77.0) might get more use folks outside
Frederick MD, Leesburg and Charleston, WV.
Andy has a 200 ft. height advantage living in the highest building in
Arlington but I guess others can equally hit this repeater here while
mobile. From a purely SCAN-DC perspective if we start using Zello on a
regular basis we can keep in touch during any emergency in the DMV as well
as get together to discuss all this stuff on Zoom also from time to time.
