[Scan-DC] Arlington County encrypted TGID 115?

I like the patch theory. If that’s it, it might correlate with a tgid on a neighboring system. Given that arlington has had a rash of carjackings in pentagon city right across the bridge from dc and has been working that area extra hard to try to stop more, I wonder if this is a patch to one of dc’s channels?
