SIF stands for Supervisor of Flight. Usually squadron Officer of the Day who can handle any issues with the mission. The callsign used to Be Watergate or Senate but I haven't heard those calls in a couple of years.
Andy--Nice catch on 234.8.  It hasn't been used much lately. They seem to prefer the VHF freq 139.45 (AM)

I can help with the he last part. 121 FS means 121st Fighter Squadron. If you Google that it will take you to the DC Air National Guard webpage. They are based at Andrew’s Joint Base.
