[Scan-DC] Issues with the Uniden SDS-100 and Local Phase II Scanning

I think it's as Dewey says, the public safety radio systems are being
designed with multiple lower powered transmitters compared with past
designs, and you need to be inside or near the jurisdiction to pick
up the signal.
It isn't an SDS-100 issue, for years I've had a Radio Shack/GRE
digital scanner and in the Rockville area I can receive Montgomery
County without problems but not Fairfax or PG. But when I drive over
the Virginia I can hear Fairfax, Arlington and Alex. When I drive up
I-95 toward Baltimore I can receive PG.
