Trunked systems are being built these days to reflect as much signal as
possible INSIDE of their jurisdictions. Since you're running portable
(unless you're on an outside or mobile antenna), it's very possible that
you're simply out of range for systems outside of MoGo. One thing you could
try is to receive a non-trunked signal outside of MoGo just to see. An
example for me down below DC is that I can receive the MGM signal all the
way into Rosslyn. Are you near any of the counties that you are not
receiving?

I have an Uniden SDS-100 and I am having issues scanning
the Phase II Counties. I live in Montgomery County and I receive everything
here without an issue. However I do not receive PG, Fairfax, or others. Can
anyone offer assistance in the setup? Thank you
