RR is user based submissions, so it will take you and your fellow neighbors
to make the submissions
To get RR and any other web sites populated with accurate information

As for an OTA translator, maybe this one will work with your phone
https://translate.google.com/intl/en/about/

Not sure what "Off fec" means, but maybe Off Frequency ?
Mexican Band Plan is not the same as US or Canadian, try moving 5 khz

Subject: [Scan-DC] Retired to Mexico

Hi, I am a long time lurker here, news guy, retired to Mexico.
I have searched RR for Mexico scanner "public safety" frequencies, not much
there. Here are two questions.
1--can anyone point me in the right direction for that?
2-- is there anything like a live translation device for scanners?

I barely speak Spanish, but the radios here are off fec, cheapish and my
Mexican friends can barely understand it..

I am not talking about Fed stuff just local PD and FD.

Just asking...

Living well in Cabo San Lucas

Thanks!!!
