[Scan-DC] Retired to Mexico

Hi, I am a long time lurker here, news guy, retired to Mexico.
I have searched RR for Mexico scanner  "public safety" frequencies, not much there. Here are two questions.
1--can anyone point me in the right direction for that?
2-- is there anything like a live translation device for scanners? 

I barely speak Spanish, but the radios here are off fec, cheapish and my Mexican friends can barely understand it.. 

I am not talking about Fed stuff just local PD and FD.
