*  From what you described it appears that the appropriate radio system 
techs have reconfigured (phased) their tower's antennas to maximize 
their signals to remain within the county as much as possible.  Hanover 
Co. VA did this about 7 years ago and I went from receiving them Q5 to 
Q0 overnight.  Part of the reason is that the Uniden 996XLTs I use were 
heavily RFI filtered with the result being a higher RF input signal 
required for the scanner to process a decoded digital P1 signal. **

**  For those who bought the 996XLT P2, unfortunately just bought the 
same problem that the P1 has due to the heavy RFI filtering.  My 536 
hears weaker signals using the same tower antenna that my 996XLTs use 
but more often than not, they do not "hear" them.  The RF input 
sensitivity or the lack of, is still the same.  That didn't change.  
That's why I never was interested in buying one because I knew about the 
RFI filtering in the XLT series.   Only the module to decode P2 was 
added but again the receiver's sensitivity did not change although you 
may be told differently.**

**  There is a reason why Uniden did what they did with the XLT series.  
Their XT models were very prone to RFI  images especially from strong FM 
stations.  So their next model, the XLT, had heavy RFI filtering and you 
know the rest of the story.

   I have suffered through both models and fortunately I also used RF 
preamps and Scantennas and modified yagis which overcame most of what I 
wanted to hear using the XLTs.  Other's experiences may differ but these 
were and still are presently what I had/have to deal with. :-)Gradually 
I am changing over to Uniden 536s two of which have the DMR/NXDN 
upgrades and work great.  They have great RF input sensitivity. 
Eventually I will phase out my remaining three XLTs.

   Regarding the GRE600, all GRE radios are highly prone to front end 
signal overload.  I know as I have one know just to monitor STARS.  
Immediately after installing and powering on with a good antenna signal 
on my other radios, my GRE600 was silent....either no or weak signals.  
A ham friend told me what was happening.  My RF preamps were overloading 
the input processing section. However, my Uniden scanners had no problem 
with it and needed it with my XLTs for the weaker signals.   I bought 
the first and last GRE600 only because I offered a scanner programing 
service and had to know how to program using its' unique programing 
cable and ensuring I had installed the correct FDTS? internet program 
using WIN500 so I could access my scanner and program it.
