I have had the same trouble while I am in Burtionsville using my BCD996P2 and using a Tait TP9435K radio doing the non affiliate scan when it is scanning it says its looking for the control channel but as soon I cross the line over by Rt 198 and I95 no problem listing to PG at all. Once in a great while I can get PG when I am running my trunk tracker for the most part forget it. If you want a phase 2 type radio but do not want to pay motorola prices you can find Tait Radios on EBay how ever i had to order the programming cable from down under and that took 8 days to get here. If anyone has any questions just send me an e mail about software or any other trouble you are having with tait radios...

Alan:I don't have the 996P2 but the only problem I have with both these systems on my HP-2 or PSR800 (WS1080 clone) is that both systems have reduced Xmit power to utilize full Phase 2 capabilities.I don't know about DC, but PG has optimized every tower to radiate into the county for maximum coverage, which means almost as soon as you leave the county, you stop receiving signal. I only hear DC sporatically from the house as well.
When I am in DC or PG I hear their system gang-busters.
Maybe with an outside antenna at your house up on the hill, you may have better coverage than I do using stock antennas.
