[Scan-DC] 400.05 MHz?

I've been using my Home Patrol in conventional discovery mode the last couple of days, covering the 399.9 - 406 MHz range (satellites, meteorological aids, other cool things that I'm unlikely to hear, but might as well try while the scanner's just otherwise turned off).

Today I got a few scratchy hits on 400.05 MHz. NFM mode. The only words I could make out were "move down, mooove downnnn."

Nothing in ULS. There are experimental licenses for data (not voice) transmissions in the range 399.9 - 400.05 MHz, registered to SpaceQuest Ltd. in Fairfax (WJ2XPE, WJ2XNV, and WA2XYM), not too far from the NRA building. They make microsatellite technology, according to their web site.

Anyone know if what I heard might be them? Or other thoughts?
