Why should it be? I don’t live in Montgomery County, but I would object to having a cell tower of any type very close to my home. For the same reason I would not buy a home or live near high voltage lines or radio and TV towers. The effect of the emissions on humans is not really known. 20 years from now, we might find out that our cell phones have been slowly frying our brains. As a ham radio operator, I monitor my emissions and make an effort to shield my equipment. And I don’t use a high wattage amplifier.
